The United States places great importance in strengthening the Biological Weapons Convention and values all tools already available to States Parties to consolidate its implementation. The annual report on Confidence Building Measures (CBM) is one of such tools.
CBM reports aim to enhance transparency, build confidence in compliance, reduce doubts or concerns about States Parties’ actions or intentions, and equally important, the process itself of gathering information to complete the report provides valuable lessons about the state of its implementation. To this date, the United States has submitted 35 CBM reports, and each time the exercise becomes a learning experience on how to improve the process.
The United States is available to share our practical experience with the preparation of CBMs with other State Parties that wish to learn about the process in preparation to submit the first report, how to update previous reports, or with those countries that just wish of exchange information about our process in an informal way.
