The Global Partnership Program’s UNSCR 1540 Programming unit at Foreign Affairs and International Trade Canada is working to address requests for assistance received mainly via the 1540 committee to support countries in the implementation of binding obligations under UNSCR 1540. Projects help enforce effective measures against the proliferation of weapons of mass destruction, their means of delivery, and related material and include capacity building exercises and equipmen, training, and the development of legal and regulatory frameworks.
VERTIC is an independent, non-profit making organization located in London, United Kingdom. VERTIC’s National Implementation Measures (NIM) Programme was developed to assist States in understanding what measures are required at the national level to comply with obligations in a wide range of nuclear, chemical and biological weapons treaties and UN Security Council resolutions and how to implement them. Details: VERTIC’s National Implementation Measures (NIM) Programme advises States on national implementation of the obligations in the Biological Weapons Convention (“BWC”); the Chemical Weapons Convention (“CWC”); the Convention on the Physical Protection of Nuclear Material (“CPPNM”) (as amended), the International Convention for the Suppression of Acts of Nuclear Terrorism (“ICSANT”), the Code of Conduct on the Safety and Security of Radioactive Sources and other instruments for the security of nuclear and other radioactive (“RN”) material; as well as UN Security Council Resolution 1540 (2004) (“UNSCR 1540”). VERTIC can assist with reviewing and commenting on existing draft legislation or can provide assistance in the drafting of new legislation during workshops in capitals.
