The Biological Weapons Convention Implementation Support Unit (BWC ISU) is pleased to announce the 2026 BWC Training in “ Biotechnology Innovation and Biosecurity,” which is organized in partnership with the International Centre for Genetic Engineering and Biotechnology (ICGEB).
This intensive five-day training is funded by voluntary contributions from Norway in support of Article X of the BWC. The programme brings together scientists, laboratory professionals, policymakers, and practitioners working across life science domains to enhance understanding of biosecurity challenges associated with emerging biotechnologies, pathogen detection systems, and biotechnology-enabled innovation. Through a combination of technical training, policy discussions, and practical exercises, participants will explore how biological risks can be identified, assessed, and mitigated within research, laboratory, and innovation ecosystems. Furthermore, applicants must possess a working knowledge of English. Female applicants are particularly encouraged to apply.
The training is open to applicants from all countries included in the OECD DAC List of ODA recipients.
Objectives and Learning Outcomes:
- Strengthen understanding of the obligations, norms, and implementation mechanisms of the Biological Weapons Convention (BWC), particularly in relation to advances in biotechnology and the life sciences.
- Enhance the capacity of scientists and professionals working in biological laboratories across all domains of biotechnology, including, for example, governmental, academic, or industrial R&D, human and animal health, crop improvement, and environmental applications, to identify and manage biosecurity risks associated with biological materials, technologies, and data.
- Provide practical training in molecular detection methods and biotechnological tools used for pathogen detection, laboratory diagnostics, and biosurveillance.
- Develop foundational competencies in genomic surveillance, bioinformatics, and analytical approaches that support early detection and monitoring of biological threats.
- Improve participants’ ability to identify insider and outsider threats, vulnerabilities in laboratory environments, and the use of biosecurity risk matrices.
- Introduce frameworks for the governance of Dual-Use Research of Concern (DURC) and promote responsible research and innovation practices within biotechnology and life sciences.
- Examine how advances in biotechnology and innovation may create both opportunities and risks, and discuss mechanisms for managing these risks through policy, institutional oversight, and scientific responsibility.
Target Audience:
Early/mid-career scientist (Researchers, Laboratory personnel) in the field of human or animal health (virology, microbiology, or related biological sciences); Only applicants from countries listed in the OECD DAC list of ODA recipients will be considered.
